Health Benefits Limited (HBL) was established in July 2010 to reduce costs and deliver savings in administrative, support and procurement services for the health sector.

HBL's role is to facilitate and lead initiatives that result in savings and efficiencies for District Health Boards (DHBs) on non-clinical initiatives.

The establishment of HBL is a critical development to progress the wider work programme for transformational change in the health sector.

Its longer-term business objectives are:

growth in year-on-year savings to the sector that flow from initiatives developed and implemented by HBL;
more effective provision of administration and support services;
and a better level of support to sector decision makers.

HBL has a unique opportunity to assist the health sector to make a quantum shift in the way administrative support and procurement services are provided. A new apporach is needed to meet the expectations of the Government, health sector, clinicians and the public.
